Both Copenhagen and Malmô are aiming to further incorporate sustainability into their urban development. The two cities have already built a strong economic relationship with one another in the Øresund Region.

Background:

The Copenhagen Stock Exchange marks the city as a major financial centre in Northern Europe and has been identified as one of the richest cities in the world. The capital of Denmark has invested strongly in both urban and cultural development, seeking to be carbon neutral by 2025. The building of the Øresund Bridge has allowed the city to develop a strong partnership with Malmô, Sweden and its surrounding province, so named the Øresund Region. Malmô, a once-deteriorating industrial centre, is redesigning itself to become an eco-city with the goal of running on only renewable energies by 2030.

Challenges:

Copenhagen, while already a leader in sustainable mobility, faces ongoing challenges adapting mobility programmes to increasing urban sprawl. Malmô faces social segregation challenges. Because both cities lie on the coast, the risk of rising sea levels and climate change impacts are further challenges.

Current Initiatives:

Copenhagen is meeting the challenge of its expanding population by initiating an ambitious new sustainable urban development project- Nordhavn. The Sustainia Guide for Copenhagen further outlines urban planning strategies to allow the city to be carbon neutral by 2025. Malmô is undergoing a major urban development project in its Västra Hamnen neighbourhood. Called the City of Tomorrow, Västra Hamnen is the first district in Europe that has declared itself to be carbon neutral. Among the city’s various other projects, the Fullriggaren urban development project will comprise Sweden’s largest collection of energy-efficient buildings combining passive and low-energy housing.

Background:

A city whose historic importance dates back to its days as the capital of the Roman Empire, Istanbul today remains a dynamic cultural and economic capital while facing new urban challenges. Straddling two continents, Istanbul represents a geographic gateway from the Mediterranean into the Black Sea and even a symbolic gateway for Turkey as around 45% of national production and jobs are concentrated in the metropolitan area.

Challenges:

Istanbul has become one of the 20 largest metropolitan areas in the world with many neighbourhoods expanding radially outward from the historic city centre on the Bosporus Strait. Urban development initiatives have been met with protest for challenging local interests and have fuelled social unrest as well as cultural and economic divides. Furthermore, the growing population has applied pressure to local water basins and supply. The vast majority of the population is also exposed to significant earthquake risks which pose challenges to urban development.

Current Initiatives:

Turkey is in the midst of a building boom. The largest satellite development in Turkey is being constructed which will provide 65,000 new flats to citizens in Kayaşehir. An estimated 50 neighbourhoods, one of them being Tarlabaşi, will be demolished and built anew. The construction of the Istanbul Canal, yet another project underway in the city, will link the Black and Marmara Seas which will have major trade implications.

The coastal capital of Barcelona has made a name for itself as a world leader in tourism, entertainment, fashion and commerce. The city is currently facing particularly significant economic challenges from the global financial crisis but continues to be an important economic centre and transport hub in Europe. It is the 6^th most populous metropolitan area in Europe and remains a world renowned cultural destination.

As a coastal city, Barcelona is particularly vulnerable to rising sea levels, climate change and water stress. Its high population density - one of the highest in Europe - also magnifies the local heat island effect which causes an array of health and environmental challenges.

Barcelona is ambitious to become the world model of a Smart City. To this end, its Barcelona Smart City programme targets lighting, energy, water, district heating and cooling, transportation, zero emissions mobility and open government. The high technology zone 22@ and Mobile World Capital are just some of the many additional projects taking place in Barcelona. The city also holds the annual World Smart Cities Congress.

Background:

A major European port city, Lisbon holds its own as a strong economic hub in the European Union – specifically in the financial, commerce, media, trade (Lisbon is the second-largest container port on the Atlantic coast) and tourism industries. It is among the oldest cities in the world and is thus a cultural and historical capital. The age of the city, however, creates some structural challenges to urban development and lying on the coast poses increasing vulnerabilities to the city.

The way Lisbon’s municipal peripheries were planned has comprehensive urban development impacts today. These structural problems stem from the rapid growth of urban areas that spill beyond municipal boundaries as well as insufficient coordination among municipalities. As a coastal city, Lisbon is also more susceptible to rising sea levels and the impacts of climate change.

Lisbon participates in the Connected Urban Development (CUD) initiative which harnesses information and communication technologies in order to increase urban infrastructure efficiency and reduce carbon emissions. The BIP / ZIP (Lisbon Priority Intervention Neighbourhood / Priority Intervention Zone) programme is another important initiative that seeks to bolster municipal partnerships and local projects to strengthen social ties and territorial solidarity within neighbourhoods.

Zagreb is the political as well as economic capital of Croatia, offering all of the culture of a modern cosmopolitan city while serving as the source of most of the nations’ profits. A major transport hub at the intersection of Southeast Europe, the Mediterranean and Western Europe, Zagreb is a significant international node and likely to remain an important urban city for years to come.

In 1945, Zagreb was made the capital of Croatia in response to its population boom following the Second World War. This explosion caused urban sprawl and the demand for rapid housing development which happened quickly, stressing the transportation and general urban infrastructure. Mobility is thus one of the prominent issues in Zagreb.

Current Initiatives:

Zagreb has created strategies like its City of Zagreb Development Strategy to address its mobility challenges. Zagreb also participates in partnerships with other European cities, namely the CH4LLENGE project, which improves sustainable urban mobility planning. Numerous pieces of legislation further advocate for the use of alternative methods of transport including public transportation, cycling and walking.

Not only is Milan an international icon of fashion and design but it also serves as the industrial, commercial and financial heart of Italy. The city’s post war economic boom attracted people the world over, making the Milan of today truly international. The city of Turin joins Milan and Genoa to create the famous “industrial triangle” of Italy, itself playing a major economic role for the country, most notably as the “Automobile Capital of Italy.”

Challenges:

Milan’s post-war economic boom created massive suburban sprawl and the realities of de-industrialization, gentrification and urban decay indicate that future development plans must take action to resolve these issues. Turin also took part in this boom and faces similar urban development challenges.

Current Initiatives:

In recent years, massive urban renewal projects have transformed former industrial areas into modern financial and residential districts in Milan. Regeneration projects such as CityLife continue to reshape the city as we know it. Turin’s Urban Recovery Programms (PRU), among others, renew publicly owned neighbourhoods suffering from urban decay, taking important steps to improved urban development.

Background:

Rostock, nestled on the Baltic Sea coast, is the first city region that considers itself a regiopolis with a supra-regional sphere of influence. Additionally crossed by the Warnow river, Rostock is characterised by its maritime industry as well as high-tech industries, the service sector and tourism.

Challenges:

Rostock's position as a major maritime industry player in the Baltic Sea region presents its own challenges for becoming a post-carbon city. In particular, clean shipping and adhering to new emissions rules for the Baltic Sea must be addressed. As a coastal city, it is more vulnerable to extreme weather patterns as well as sea level rise and must incorporate adaptive measures to prepare for these future trends. It's history as a former member of the DDR poses additional challenges as the city works to renovate its infrastructure to become greener.

Current Initiatives:

Rostock has stressed the importance of sustainable urban development in various sectors of its economy in its 2025 Guidelines for Urban Development. Since 2013, Rostock has been working in partnership with other South Baltic members on the project "Mobile Together" to develop successful car pool infrastructures. In light of recent extreme weather events in Rostock, the city has taken a proactive approach, mapping the most vulneranle areas, exploring adaptation methods and partering with the University of Rostock to develop various models to find innovative ways to address this problem, all of which it shared with other cities at the September Covenant of Mayors Workshop. Rostock became the 1000th signatory to the Covenant of Mayors in 2009.
